Biography of Ms. Oksana Shulyar
Oksana Shulyar is the Deputy Chief of Mission and Minister Counselor at the Embassy of Ukraine in the United States, a position she held since December 2016. She also served as Political Counselor at the Embassy in 2015-2016.
Prior to her work in Washington, Oksana served as Deputy Director of the Ukrainian Presidential Administration’s Foreign Policy Department and an advisor of the international outreach for President Petro Poroshenko presidential campaign in 2014. Oksana also served as Senior Consultant on Ukraine for the OECD, 2011- 2013 and was First Secretary at Ukraine’s Foreign Ministry. Previously she worked as legislative assistant to the Chairman of the Parliamentary Committee on European Integration at the Parliament of Ukraine.
She also worked in the non-governmental sector in 2005-2007 as project coordinator at the Institute for Euro-Atlantic Cooperation, a think-tank in Kyiv, Ukraine.
Oksana has a Master’s degree in International Affairs from School of International and Public Affairs (SIPA), Columbia University (New York), Master’s and Bachelor’s degrees in Economics and Management from Lviv Polytechnic University.
